Like many Ravenclaws, Primrose is very intelligent, and as the story goes on she gets to showcase that increasingly. She is also a very creative person, which she showcases by the medical care that she can provide.
Even when she has limited resources, Primrose is able to overcome the odds to help people and that type of creativity and intelligence is a perfect Ravenclaw mix. President Snow is the villain of this franchise, and he is someone who would absolutely be in the Slytherin house.
He is incredibly cunning and manipulative and is always looking one step ahead, which is something that Slytherin's often do. Slytherin's are known for their leadership skills, and that is something that sums up President Snow. Even though he rules Panem with an iron fist, that doesn't stop him from dominating that role. Peeta Mellark is one of the most important characters within The Hunger Games franchise , and while his personality does change a little after he is kidnapped by The Capitol, there's no doubt he is a Hufflepuff.
Peeta is quite a calm person for the most part, and he thinks situations through logically, having the patience to know when the right time to strike is. These are all traits of a great Hufflepuff, with people in this Hogwarts house typically being very moral, looking at all elements of a situation.
Peeta certainly does that at all points, while he is also incredibly loyal to Katniss, which is often a trait associated with a Hufflepuff.
