I then looked more closely at the instructions in the license text from OIT. In the text it instructs to go to the company website and enter the license to update. This is exactly what I did - the update worked and I got some version of X-Win32 I can't figure out how to make XWin change what it says it is set to on the icon.

It has been working better, since I can now see xterm and MatLab running, but there's another problem. The bottom part of the MatLab window is just blank white, and the dropdown menus aren't working properly either. Also, when I tried running emacs, Xming didn't support the font, so it's definitely only a temporary fix. Though the latter probably is not really the issue. Restarting, alas, is often a good option if X-Win is behaving very poorly.
